
In a significant stride towards increased transparency and accountability, the National Agency on Corruption Prevention (NACP) of Ukraine has revolutionized its approach to government officials’ declaration verification. The agency has integrated artificial intelligence (AI) into the process, replacing the erstwhile methodology that left over 99% of declarations without systematic scrutiny.
AI: A Step Towards Enhanced Efficiency
Historically, the NACP was obligated to annually review the declarations of high-ranking officials such as the President, ministers, parliament members, and judges of both the Constitutional Court and the Supreme Court of Ukraine. This approach, however, failed to meet public demands for transparency and accountability, triggering the need for a more comprehensive and efficient method.
The new approach involves a risk assessment of all declarations submitted. The AI system processes declarations with the lowest risk rating automatically, contrasting declaration data with other registries. It applies specific formulas to identify signs of illegal enrichment and unjustified assets, among other checks. However, receiving a certificate of passing the automatic check only indicates a minimal risk coefficient and not a thorough verification.
Automated Verification: A Game-Changer?
The NACP anticipates that a third of all declarations will pass this automated verification. The agency also assures that it can revisit any of these declarations if new facts emerge or it receives pertinent inquiries. Declarations with the highest risk rating from the remaining 70% will be selected for an in-depth check.
The AI’s automated checking and distribution procedures are free from human intervention and reinforced by security measures, ensuring an unbiased and secure process. This innovative use of AI can potentially revolutionize governmental processes and set new benchmarks for efficiency and transparency.
